Register Your Property as Temporary Accommodation

 

The Shire of Exmouth is inviting landowners and residents to participate in a sustainable accommodation solution for the region during the Ningaloo Eclipse Event.

To do so, Council endorsed Policy 6.27 - Temporary Accommodation - Ningaloo Eclipse Event,  which allows additional accommodation options on private land between 6 April 2023 and 4 May 2023.

The Policy allows proposals for temporary accommodation (which comply with its requirements) to be considered with only a registration process rather than a full application for development approval.

Properties may only be used for either campsites or holiday accommodation/holiday houses. For example, a landowner cannot use their dwelling for short-term accommodation and allow people to camp on their property. Only one approval per lot over the time period will be issued, and the Shire of Exmouth reserves the right to withdraw any approvals at any stage.

All proposals must be registered with the Shire of Exmouth. Landowner consent (i.e. a letter of authority is required and a registration fee of $35.00 applies.


Definitions:

Camp Site

This means a place where people are staying overnight in a vehicle, caravan, hut, awning, tent or similar. A campsite is a dedicated spot in which one (1) of the aforementioned may be set up for an approved period.

Holiday Accommodation This means two (2) or more dwellings on one lot are used to provide short-term accommodation for persons other than the owner of the lot.
Holiday House

This means a single dwelling on one lot used to provide short-term accommodation but does not include a bed and breakfast.


Registration Process Information

Step 1:

Please review the information below. This is a list of requirements that you will need to meet to be eligible for the registration process.

Please make sure you can satisfy these requirements. During the registration process (completion of an online form) you will be required to state that each of these things is met through a checklist.

Please note that the requirements differ slightly depending on whether you want to have a campsite or a Holiday House/Accommodation and where your property is located.

Campsite - Residential

I am the landowner of this property OR I have consent from the landowner, and a copy of the landowner's consent is attached.

I am proposing a maximum of two (2) campsites on the property.

The campsites will be fully within the lot boundary AND The campsites will be setback 1m or more from the side and rear boundaries AND The campsites will be 2m or more from any dwelling or other structure on my property.

If you are proposing more than one (1) campsite on your lot:

The campsites will be placed so that they are 3m or more apart

Access to adequate toilet facilities will be provided to accommodate the number of campsites on my lot. AND The toilet facilities will be accessible for all occupants of the lot at all times.

I will advise how many of each of the following there are at the property (in total):

  • Toilets
  • Showers
  • Handbasins.

All wastewater produced by the campsites on the lot will be collected in an approved container and disposed of at an official dump point OR Guests will be provided with access to a flushing toilet (connected to a septic or mains sewerage system).

A suitable rubbish container will be provided for the campsites, and all rubbish will be disposed of properly.

In the event of a cyclone, all caravans will be either;

  • Tied down using approved anchor points;
  • Housed in a cyclone-rated shed; or
  • Removed from site to a safe location.     
I will provide one (1) fire extinguisher (4.5kg Powder ABE portable fire extinguisher) in a location that is easily accessible for all campsites.
A first aid kit will be available on the lot in a place that is easily accessible by all guests.
I will advise all visitors that they are to bring ample potable water supply with them to Exmouth.
The house number for my dwelling is easily visible from the road.
All vehicles (including boats and trailers) on the lot during the event will be parked fully within the lot boundaries and not on the street, verge or neighbouring properties.

There will be a caretaker/manager who lives locally and can be at the property within 10 minutes and can be contacted at any time by guests.

I will consult with AND notify relevant insurance providers of the temporary accommodation at the property.

I will provide a management statement with my registration application outlining the following:

  • Operation management
  • Rubbish collection
  • Maintenance
  • Noise
  • Fire escape route
  • Emergency contacts
  • Security
  • Occupant rules
  • What to do in a cyclone event
  • What to do/what to avoid during heavy rain events
  • Next of Kin details for guests (if known at the time of submission).

I will provide a copy of the management statement to all guests and my neighbours.

I am aware that once bookings are confirmed/guests have arrived, they will be required to sign the management statement and provide next of kin details. The management statement will be kept by the caretaker for the dwelling.

I will provide an Emergency Plan with my Management Statement to all guests, my neighbours and the Shire of Exmouth.

I will notify all adjoining neighbours that visitors will be staying at the property and will provide them with the contact details of the caretaker/manager.
I will advise of the maximum total number of people staying on the property when submitting my registration to the Shire of Exmouth.

Campsite - Rural Residential & Wilderness Estate

I am the landowner of this property OR I have consent from the landowner, and a copy of the landowner's consent is attached.

I am proposing a maximum of three (3) campsites on the property.

If you are proposing more than three (3) campsites, please lodge a development application with the Shire of Exmouth.

The campsites will be within the approved building envelope on the lot and within an approved cleared area.

The campsites will be setback 20m or more from the primary street AND The campsites will be setback 10m or more from the side and rear boundaries

I am not going to undertake any clearing of vegetation on the lot to accommodate a campsite without prior approval.

Please note that vegetation is not to be cleared without written approval from the Department of Environment and Water.

The campsites will be placed so that they are 3m or more apart AND The campsites will be 2m or more from any dwelling or other structure on my property

Access to adequate toilet facilities will be provided to accommodate the number of campsites on my lot AND The toilet facilities will be accessible for all occupants of the lot at all times.

Holiday House / Holiday Accommodation

I am the landowner of this property OR I have consent from the landowner, and a copy of the landowner's consent is attached.

Only bedrooms will be used for sleeping purposes.
A maximum of 12 people will be accommodated at the dwelling.

The number of people sleeping in each room does not exceed the below:

  • People aged 1 – 10 years have 8m3 of air space per person
  • People aged 10+years have 14m3 of air space per person.

There will be a caretaker/manager who lives locally and can be at the property within 10 minutes and can be contacted at any time by guests.

I will consult with AND notify relevant insurance providers of the temporary accommodation at the property.

I will provide a management statement to my registration application outlining the following:

  • Operation management
  • Rubbish collection
  • Maintenance
  • Noise
  • Fire escape route
  • Emergency contacts
  • Security
  • Occupant rules
  • What to do in a cyclone event
  • What to do/what to avoid during heavy rain events
  • Next of Kin details for guests (if known at the time of submission).

My property has enough space for 1 vehicle per 4 guests to be parked AND A maximum of 5 vehicles (including trailers and boats) will be parked on the property AND All vehicles (including boats and trailers) on my lot during the event will be parked fully within the lot boundaries and not on the street, verge or neighbouring properties.

I have provided a suitable rubbish container at the property AND all rubbish will be disposed of properly.
I will provide one (1) fire extinguisher (4.5kg Powder ABE portable fire extinguisher) in a location that is easily accessible within the dwelling.
I will notify all adjoining neighbours that visitors will be staying at the property and will provide them with the contact details of the caretaker/manager.
The lot is compliant with the Shire’s Firebreak Notice (if applicable).

Step 2:

Two requirements of the registration process are to provide:

  1. Landowner consent for the use of the property for temporary accommodation during the solar eclipse; and
  2. To provide a Management Statement for the use of the property during this time.

We have provided templates for both the landowner consent and the Management Statement.

You will be asked to upload the completed versions for the Shire’s records during the registration process.

Step 3:

Once you have completed your landowner consent and management plan, you are ready to begin the registration form online.

Please note that you cannot save progress and come back to the registration – the process must be completed in one sitting.

Please note only one approval per lot over the time period will be issued.

Please choose from the options below, and you will be directed to a new page with the appropriate registration form to fill out.

  1. Campsite – Residential Area (Exmouth Townsite)
  2. Campsite – Rural Residential area (Preston Street) and the Wilderness Estate
  3. Holiday House/Holiday Accommodation – all areas.

Step 4:

A fee of $35.00 will apply for the registration process.

Once you have submitted your registration form online, an email will be sent to you with instructions on how to make a payment.

Your registration application will not be progressed until payment is made.

Step 5:

Once payment is made, and you have received an email confirming your registration has been accepted, it will be processed by the Shire.

Once processed, you will receive an email notification on whether your registration was successful. Please note that notification emails will be sent on a particular day each week.
